Tiers System Impacts Children

I’ve heard it said that if you look at where you spend your money, it will show your priorities. I have two: my children (big kids are expensive) and Diet Mountain Dew, which I’m trying desperately to give up but think about all the time. I just love that stuff!

North Carolina spends a lot of money across 100 counties. How that money is allocated is sometimes based on complex funding formulas. One such tool is the tiers system that was developed in 1996 as an economic development tool to create tax incentives for new and expanding businesses in North Carolina.
